As our products on the National Qualifications Framework and Qualifications and Credit Framework are accredited by Ofqual and The Welsh Government, they have an accreditation or operational end date by which all learners must have been registered by.
Similarly, all such products have a certification end date by which all learners registered on the product must be certificated.
Late registration requests should only be made in exceptional circumstances.
We (and our regulators) take requests for late registration of learners seriously, therefore it is crucial that all learners are registered and certificated in the required time periods. If we receive repeated requests from the same centre, this could lead to a formal investigation.
Eligibility
We will not consider any requests for late registration to any course that has a suitable, current replacement.
We will only consider requests for late registration where 2 of the following exceptional conditions have been met:
1. There is no suitable replacement qualification available.
2. The learner has transferred to a new centre after previously being enrolled to the lapsed qualification at the former centre.
3. A learner was enrolled on a lapsed qualification at a centre which has ceased trading and/or NCFE CACHE have terminated for convenience.
4. A learner would be disadvantaged by refusing the request.
5. There are/have been exceptional circumstances that have disrupted the timely registration of learners on a qualification, such that it was not possible to register the learner because of the exceptional circumstances. In such cases, we will require evidence of formatively-assessed evidence from those learners affected by the circumstance.
Conditions 2 and 3 must be supported by evidence wherever it is possible or practicable. Examples of appropriate evidence include, but are not limited to:
- Original enrolment forms
- The initial assessment plan that includes the original date of enrolment and expected date of completion
- Evidence of work produced by the learner and assessed
- Quality assurance records appropriate to the learner from their original enrolment.
If no enrolment can be located, exception 4 may be considered if there is evidence that the learner has completed any formative or summative assessments for the qualification, at the previous centre.
In all cases, centres must provide evidence, appropriate to the exceptional conditions, that they wish us to consider for their request.
Even with appropriate evidence, there is no guarantee that the request will be successful. All requests are reviewed on a case-by-case, evidential basis.
