Apprenticeship Assessment Standard
Early years educators are responsible for ensuring a safe and secure environment for children’s learning. In their daily work, an early years educator interacts with children, parents, carers, colleagues, and wider multiagency professionals such as health visitors, early help services, social workers, and speech and language therapists. This includes supporting children with special educational needs and disabilities (SEND). Early years educators follow the early years foundation stage (EYFS) requirements set by government for the learning, development, and care of children from birth to 5 in both indoor and outdoor environments.

Gateway to completion requirements
For the Level 3 Early Years Educator, the requirements are:
- English and maths qualifications in line with the apprenticeship funding rules
- confirmation from the employer that the apprentice has met the behaviour requirements as set out in the apprenticeship assessment plan
- successful completion of a Paediatric First Aid qualification or an Emergency Paediatric First Aid qualification.
Apprenticeship Assessment
The apprenticeship assessment for Early Years Educator contains two methods of assessment:
- Assessment 1: Observation with Question and Answer (Q&A)
- Assessment 2: Professional Discussion or Case Study
For Assessment 2 NCFE offers two assessment delivery models:

What is changing with the Early Years Educator apprenticeship?
The revised Early Years Educator apprenticeship introduces a new assessment approach. It includes a mandatory Observation with Questioning and a choice of either a Professional Discussion or a Case Study as the second assessment method.
Apprentices can start on version 2.0 from 1 November 2026.
What qualifications are required alongside the apprenticeship?
Apprentices must successfully complete either:
before completing the apprenticeship requirements. NCFE offers both qualifications within its wider Early Years portfolio.
What assessment methods are included?
All apprentices complete:
- Observation with Questioning.
- In addition, apprentices complete one of the following:
- Professional Discussion
- Case Study based on a child study.
The same assessment criteria apply to both options, ensuring comparable outcomes regardless of the route chosen.
Why has NCFE introduced a choice of assessment methods?
Our assessment approach has been developed through provider consultation, focus groups, and sector engagement.
Feedback showed that learners demonstrate competence in different ways. Some apprentices perform best when discussing their workplace practice, while others are more comfortable evidencing their knowledge and skills through a structured Case Study completed over time.
By offering both options, you can select the approach that best supports your learners while maintaining confidence in assessment outcomes.
What is the difference between Professional Discussion and Case Study?
Professional Discussion
- enables learners to discuss their workplace practice
- allows the use of real-life examples from their role
- suitable for learners who are confident communicating verbally.
Case Study
- allows learners to demonstrate competence through structured evidence over a longer period
- can support learners who may find discussion-based assessment more challenging
- provides an alternative route to demonstrate occupational competence.
How do we decide whether a learner should complete a Professional Discussion or Case Study?
When choosing an assessment method, you should consider:
- the apprentice's role and responsibilities
- workplace opportunities available
- how the apprentice best demonstrates competence
- individual support needs
- readiness for assessment.
The selected method should be chosen before assessment activity begins, as it cannot be changed once the assessment has started.
Can different apprentices within the same cohort complete different assessment methods?
Yes.
You can select the most appropriate option for each apprentice, provided the decision is made before assessment activity starts.
This flexibility allows assessment to be tailored to learner and workplace needs.
What assessment delivery models are available?
NCFE offers two assessment delivery models.

| NCFE delivers and assesses all assessment activities and manages quality assurance throughout the process. | NCFE delivers the Observation with Questioning, while approved centres deliver and assess the Professional Discussion or Case Study. Assessment decisions are supported through centre IQA processes and NCFE EQA arrangements. |
