What are V Levels?
V Levels are new vocational qualifications for 16 to 19 year olds in England. They are small, 360 guided learning hours (GLH) - equivalent in size to one A Level - and are designed to be combined in a ‘pick and mix’ fashion. They’ll be available in key sectors like education, health and social care, digital, business, travel and tourism, sport, and protective services.
These will replace the current mix of vocational qualifications such as Technical Occupational Qualifications (TOQs) and Alternative Academic Qualifications (AAQs). Subjects have been determined by the Department for Education (DfE) based on evidence of need.
Will NCFE be offering V Levels?

Which learners are they suitable for?
They’re designed for learners who:
- prefer applied and vocational learning
- want to combine vocational and academic study
- aren’t yet ready to specialise in a specific occupation
- want to keep their progression options open.
How V Levels fit into the post-16 landscape
V Levels will form part of a clearer and more structured post-16 offer.
- A Levels: Academic qualifications focused on subject knowledge, often supporting progression to university.
- V Levels: Broad vocational qualifications that combine applied learning with flexible progression opportunities.
- T Levels: Technical programmes designed to prepare learners for a specific occupational route, including substantial industry placements.
Together, these options are intended to create a more coherent system. This helps learners choose a pathway that aligns with their interests, aspirations and preferred way of learning.
Which V Levels will NCFE be developing?
At a time when you might feel unsure what the future holds, NCFE is planning to offer continuity for you and your learners. We’re consulting with industry specialists to provide high-quality pathways and ensure no learner is left behind.
The first tranche of reformed qualifications will be going live in 2027, and we're pleased to confirm, subject to DfE and Ofqual approval, we will offer:
- V Level in Digital Systems and Data
- V Level in Education
V Level subjects and rollout timeline
Teaching will begin in September 2027
The first subject areas that will be available are:
- Digital Systems and Data
- Education
- Accounting and Finance.

What this means for providers
The transition to V Levels will take place over the next 4 years, so you’ll have the opportunity to prepare and adapt.
As part of this process, you should begin to:
- review your current curriculum plans and consider how programmes of study may evolve
- monitor updates from the Department for Education (DfE), Ofqual and awarding organisations
- support learners, parents and carers to understand the different post-16 pathways available
- evaluate how future qualifications align with progression routes, including higher education and apprenticeships.
The phased rollout means you won’t be expected to make immediate or large-scale changes. Instead, you’ll be able to adapt your offer gradually as more information becomes available.
