Remembering David Gallagher, Chief Executive of NCFE
In July, we shared with profound sadness the news that our Chief Executive Officer, David Gallagher, had passed away. Since then, we have received hundreds of messages from those whose lives and careers were touched by David's leadership, friendship, and unwavering commitment to education and skills.
As we move forward, we want not only to remember David, but also to celebrate his life, recognise his lasting contribution to the sector, and honour the legacy that will continue to shape NCFE for many years to come.

David's legacy and impact
In the words below, our Chair of the Board of Trustees, Deborah Jenkins, shares a heartfelt reflection on David's life, his leadership, and the extraordinary contribution he made to not only our organisation, but to the wider education and skills sector.
It is both a privilege and profoundly sad to write these words in memory of David Gallagher, who was our Chief Executive Officer, colleague, friend, and an influential voice in education and skills. The reflections that follow are shared on behalf of what David affectionately called his NCFE work family – a community of almost 800 people.
Throughout NCFE David was a deeply valued colleague, leader, and friend. He remained our CEO until the day he died, something that mattered greatly to him and to all of us who had the privilege of working with him.
David led with a rare combination of intellect, conviction, and humanity. He was voraciously curious, quick-witted, funny, deeply thoughtful, and passionately committed to improving opportunities for others. Throughout his career, he championed the transformative power of education and training to change lives and open doors, regardless of a person's age or background. He believed that everyone should have both the chance and the duty to improve their footprint on the world

At NCFE, David's leadership helped shape not only the organisation but also the culture that sits at its heart. He fostered an environment where people felt valued, challenged, and supported in equal measure. He attracted talented individuals, inspired them to do their best work, and consistently reminded us that our purpose was bigger than ourselves. Through periods of significant change and challenge, he provided clarity, courage and an unwavering focus on what mattered most: improving outcomes for learners.
In the days and weeks since his death, we have received hundreds of messages from colleagues, partners, customers and friends from across the education, skills and awarding sectors. While their experiences of David were diverse, the themes are strikingly consistent. Many have spoken of his kindness, his generosity with his time, his willingness to listen, and his ability to make people feel heard and valued. Others have reflected on his talent for cutting through complexity, bringing people together and challenging organisations and individuals to think differently.
David would never shy away from speaking his mind. He believed passionately in the role of education as a force for social good and was a tireless advocate for quality, inclusion and opportunity. Whether addressing policymakers, sector leaders or colleagues, he brought authenticity and conviction to every conversation. His influence extended far beyond the organisations he worked for, helping to shape debate, challenge assumptions and drive meaningful change across the wider sector.
Those who worked closely with David were also familiar with his remarkable determination and his frustration when he felt that opportunities were being missed. He set exceptionally high standards for himself and was constantly searching for better solutions, better outcomes, and better ways to serve learners and communities. That drive came not from ambition for its own sake, but from a deep belief that improvement was always possible, and that leadership carried a responsibility to make a positive difference.

The outpouring of affection and respect following his death has been extraordinary. When he became ill, he made the occasional joke about it being too early for tributes, but he could never have imagined the scale of the impact he has had on so many people in our world. It is a testament not only to David's professional achievements, but also to the relationships he built throughout his life. He touched countless people through his leadership, his mentorship, his friendship, and his generosity of spirit. His legacy can be seen in the organisations he strengthened, the people he developed and the learners whose lives have been improved through the work he championed.
On behalf of the NCFE Board of Trustees and everyone across our organisation, I extend our deepest condolences to David's family and loved ones. It was always clear to us that while he was deeply committed to his work and to the education sector he served so passionately, his family, and especially his children, were always at the centre of his life.
David leaves behind an enduring legacy. His vision, values, and belief in the power of education will continue to guide and inspire us. We are grateful for the privilege of having worked alongside him, and we will honour his memory by continuing the work to which he dedicated so much of his life.
He will be greatly missed and long remembered.

David was such a passionate champion of skills and the potential they have to change lives. We all thoroughly enjoyed working with David on the Centre of Excellence. His passion for what we were doing was infectious and we'll really miss working with him.
David Gallagher was bold, ambitious for our industry, and a notable voice for technical and skills education. He brought energy, insight and determination to everything he did. His legacy will endure, not only in the organisations he led and the initiatives he championed, but also in the many people across our sector whom he inspired, supported and encouraged.
David led with both conviction and compassion, always placing people at the heart of his work. I saw first-hand the admiration he earned through his openness, generosity and unwavering commitment to making a positive difference.
David will be remembered for his warmth, professionalism and dedication to making a positive difference. His legacy will live on through the countless lives he has influenced.
Such devastating news. David was an amazing man, with an amazing legacy. My thoughts and prayers are with his family at such a sad time. David was such a brilliant man.
When the Association of Apprentices was little more than an idea, NCFE became one of our first Founding Partners. David was willing to support new ideas, back innovation and help create opportunities for learners and apprentices. We are profoundly grateful for the support, partnership and friendship that David extended to our organisation over many years.
David Gallagher leaves behind an extraordinary legacy. One built on ideas, leadership, friendship and an unwavering commitment to helping people achieve better futures. His contribution to the Institute of Employability Professionals (IEP), to NCFE and to the wider employability and skills sector will not be forgotten.
Over the years, David became a close and trusted friend. Many of our conversations took place as he travelled through London, and I always came away from them with a smile, a fresh perspective or renewed encouragement. His passion for learners shone through in everything he did.
